The City Council shall have vested in them all the legislative powers of the City and establish policy for the City.
City Council shall have the power to control the finances and all property, real and personal, belonging to the City and determine expenditures each year through the approval of the annual budget.
The City of Watertown has a non-partisan Council. Council Members and the Mayor are elected to a four-year term and serve the City at-large. Elections are held during the general election in November, and the office is assumed on January 1st.
All elected officials must reside within the City of Watertown. It was an unusual campaign because three candidates were on the ballot after there was a tie in the primary. Watertown has non-partisan elections — no Republicans or Democrats — just candidates. And businesswoman Allison Crossman and city councilman Cody Horbacz had to wade through a court battle in June when they finished the primary election tied for second place.
The city had no law to settle that situation so they both advanced to the general election, along with lead vote-getter former city councilman Jeff Smith. But neither challenger could defeat Smith this time. It would have made structural changes to city government.
